TİAK A.Ş. Establishment Survey (ES)
The Establishment Survey is a type of research whereby necessary information is collected to ensure establishment and continuity of the Television Audience Measurement Panel and constitutes a basis for the television audience measurement service. The research has three key objectives:
  • Identifying the breakdown of the population properties required to establish the panel, as well as the other variables affecting the TV viewing behavior,
  • Updating the universe predictions in the measurement system by tracking the changes in such variables,
  • Selecting the homesto be added to the panel.
If the current panel homes are dissociated from the panel, substitute homes are selected from within the database of Establishment Survey.
Establishment Survey is conducted in accordance with the Regulation. This way, the aim is to reach universe- and panel-controlling objectives that are sound for dynamic variables and obtain a potential list of panelists updated continuously.
Definition of Universe and Sample Size
The Establishment Survey (ES) was initiated with and the initial ES was undertaken by Kantar Media. However, our company carried out the necessary works as per the “Regulation on the Procedures and Principles Governing the Performance and Supervision of Measurement of the Viewing and Listening Ratings for Broadcasting Services” dated 17/10/2012. To this end, the validity of the contract signed with Kantar Media for a comparative measurement and reporting of viewing rates for TV channels, as well as the establishment and management of the Panel, was maintained; however, a contract was signed with ANAR Ankara Social Research Center for the first year of the new ES, which will take place after the ES conducted by Kantar Media. In the subsequent years, ES activity is annually maintained by the company with which a contract is signed in the relevant year.

As it is known, the Television Audience Measurement Panel has been established by TNS A.Ş in 40 provinces. The net number of panel homesto constitute the scope of Television Audience Measurement Report is aimed to be 4,000. On the other hand, the ES universe has been defined as “homes located in all residential areas falling inside the scope of research and the individuals residing there,” as per Paragraph 1 of Article 8 of the Regulation.
Stratification, Sample Point and HouseSelection
In the Establishment Survey
Stage One
Stage One of Establishment Survey is stratification. The aim with this stage is to achieve proportional distribution of the selected sample across different parts of the country and ensure that it represents each group. Therefore, the sample design is structured proportionally with the household breakdown. The countrywide average household sizes in Turkey vary significantly, including the urban and rural settlements in each province. Therefore, TurkStat (Turkish Statistical Institute) uses household breakdown information on the basis of districts and neighborhoods, as published to make predictions on the household sign at a more detailed level of geography. Data will be sufficient to determine the number of sample points to be selected in the districts of each province and sample size rates of Establishment Survey across each of the 40 provinces.
Stage Two
Stage Two of Establishment Survey involves selection of address blocks within each stratum, which will be proportional to the population sizes as well. A randomly-selected starting point and a systematical sample range is used for the selection to be made within each stratum. Sample data and sample design used at this stage is provided by Turkish Statistical Institute. Homeblocks are selected by TurkStat since its used block data consisting of 100 homes is not available for use by third parties. Confidentiality of the data of these homes provided by TurkStat is essential. The addresses are stored in a manner which makes it impossible for any third parties, other than the ES company employees authorized for assignments regarding the surveys, to access them.
Homes where interviews will take place are selected by the same company conducting ES, from among blocks of a hundred, by utilizing a sample range approach determined systematically- and randomly-selected starting point. The sample data and sample design used in establishment survey will be updated annually, while the database will be updated once in every two years.
